Presidential Memorandum - Federal Support for the Randolph-Sheppard Vending Facility Program
President Barack Obama has released a memorandum for the heads of Executive Departments and Agencies in support of the [Randolph-Sheppard Vending Facility Program][1]. The program is run by the U.S. Department of Education and provides management training and business skills to individuals who are blind. The Randolph-Sheppard Act created the Vending Facility Program requiring qualified individuals who are blind to be given a priority to operate vending facilities on federal properties. The program today provides opportunities for over 2,500 individuals who are blind.
