U.S. Department of Health and Human Services (HHS) Secretary Sebelius has released a statement in tribute to Katie Beckett, who became an unintentional pioneer in the civil rights movement for people with disabilities. Given her medical support needs and thanks to her mother's advocacy, Medicaid policy changed in 1982 to allow people with major health care needs and disabilities to receive care at home. The [Medicaid home and community-based waiver][1], often called the [Katie Beckett Waiver program][2], lets children receive health care at home instead of a hospital or other institution.
